The Question ...

can not shut of f monitor?

Windows xp, when it shuts down the moniter keeps on going and then turns different colors, red, green, blue, white, about six colors. Also, can not control the monitor by using the control buttons on it.
When trying to start the computor have to waite until the start button stops flashing yellow and turns green, all the while the monitor is again flashing different colors and it will stop doing this once the computer starts up.
Only way to stop the monitor is shut off power. Leaving the power on monitor, pulling plug on computer and disconnecting monitor from computer does not stop the monitor from changing colors
computer is dell E510 and monitor is dell, not error messages, using windows XP
